you know how people say " that is cool but i could never pull that off" i think all of these people say "i could never pull that off but hell i am going to try anyway! and i am going to look good" haha

In the neighbourhood of Harajuku (Tokyo), we can find people dressed like this. Sunday however, is the best day. It's surprising.

Sangubashi bridge Harajuku
Sangubashi is the bridge in the Harajuku area where teen-agers obsessed with fashion gather by style tribes. According to urban legend, this place is a space for revolutions in dress, music and dance. For over ten years now, every weekend finds this bridge transformed into a stage for extreme expression of self.

I took this photo outside Harajuku tube station in Tokyo. The area is famous for the teenage girls who gather to show off their various costumes.

Aw... sad harajuku grrl! ... (Thanks to prototype e24 for your comment!) While she may or may not be actually sad (in the way that any human may be experiencing sadness on the inside whatever is happening on the outside), I also noticed that the Harajuku grrls are not, over all, big on the cheesy grin. Being cool and disaffected seems to be much more popular. Also it doesn't crack the makeup. Regardless, she does look cool with her sparkly tears.
